So all you need to have those adorable black soots on your nails are:
*Base coat
*Black nail polish
*White nail polish
*Toothpick
*Top coat
*Optional: Pinky/Nail color for the base if you don't want your nail showing

All you have to do is:
1. Paint a base coat
2. Optional: Paint the pink nail polish
3. Using the black nail polish, put dots (doesn't need to be perfect circle) on. (I recommend plotting only one or two because then you could make those larger and also, you don't need a dotting tool or the toothpick, just use the brush because it's the perfect size)
4. Plop some black nail polish onto a piece of paper, then dip your toothpick into it and start drawing lines starting from the dot outwards
5. Now, for the eyes, plop some white nail polish onto a piece of paper, then dip your toothpick in. Plot two dots for each black soots and place them near the top of their head/body
6. Using black nail polish again, dip your toothpick into the nail polish then do a little dot in the middle of the white eye
7. Paint the clear top coat

And that's all you've got to do! Trust me, it's really simple :) Don't forget to let each layer dry properly though.
